In the fall of 1995, the Dresden School Board re-established a Task Force to study the desirability of adopting a condom availability policy for Hanover High School. This is the final Report of that Task Force.
There are ten sections to this Report. Section I describes the creation, composition, and mandate of the Task Force. Section II describes adolescent sexual behaviors, incidence of sexually transmitted diseases and unwanted pregnancies, and condom usage and
effectiveness among the relevant student population. Section m summarizes interviews with local health care providers. Section IV describes the experiences of other schools that have addressed the condom availability question, both those that have decided to adopt condom
availability programs and those that have decided not to. Section V describes the current
health education program in the Norwich-Hanover-Dresden schools and identifies some of the new educational strategies that have been developed to help students avoid or reduce risks
associated with adolescent sexual behavior. Section VI addresses the legal implications of
adopting a condom availability program. Section VII summarizes the testimony at three
forums held by the Task Force. Section VIII identifies issues which typically arise in
discussions of condom availability programs. Section IX identifies the basic options available to the School Board. Section X sets forth the Task Force's recommendations.
In addition, Appendix A includes a packet of draft forms that could be employed by the Dresden Board if it decides to go forward with consideration of a coiô€ˆdom availability
program. A bibliography is also provided.
